Well, that sort of depends on what side of the fence you are standing on. If you are standing in the lush meadows of the Good Guys, then they are things you must absolutely have. I mean, you can't be good if you don't have good morals! If you are standing in the muddy swamps of the Evil Guys, then they are things you really don't want to have anything to do with (unless they are amorals, which is where a person is completely indifferent to good or bad, and since you don't care for good, then it's a nice place to go).
When you have morals, you are going to have to fight them while trying to take over the universe. Moral, basically, is good. Moral is pure. Moral is virtuous. For you, moral is the worst thing that could happen to you. Scruples are the limit of how evil you are going to be. For instance, some people would steal up and down the lane, but they would never, never lie. Others would lie their heads off, but they would never, ever steal. They have scruples. They have morals.
You, however, are not supposed to. You can, you might, and you may, but I don't advise it. Since almost none of the villains of Sailormoon would make a very good example in this, so I am going to use Trieze from Gundam Wing as an example:

Treize Khushranada was a lot like Xelloss from Slayers in that he had well control of his emotions. He was always very calm and suave, and people looked up at him for his very level-headedness. But he had scruples, you see, and they were called "honor". Oh yes, he had a very strong sense of honor, and he willingly died in the end of the story because the bad guys he was fighting side-by-side just wouldn't fight fairly. Well, of course not! But had he not destroyed himself, he would have continued to fight, and then he would have won.

So if you are going to have scruples and morals, they just might catch up with you in the end and overthrow all your carefully laid-out plans. So I advise you not to, although Lady Destiny might smile on you more if you did. However, it might get the best of you. Scruples, I suppose, can be okay. People may let you be an evil dictator if they just think they will be slaves instead of you killing them randomly. However, that puts a real krimp into your levels of wickedness! What if you get bored with just keeping people enslaved and you have an urge to messily blow someone up? That goes against your scruples!
There is one piece of advice as to what you are can do about this: Smile more. ^___^ Laugh more. Be like meeeeee! After all, I haven't been taken away by those nice men in the white jackets. Well, there was that time last week, and then they came by for another visit a couple months ago . . . Yeah, I mean, they do take you to a relatively nice place that is clean and quiet, but the food is terrible. And they don't let you handle knives, forks, scissors, and they bolt the furniture down. I mean, talk about not letting you have any fun!
